Under the Paris Agreement, signatories must submit climate plans known as nationally determined contributions (NDCs) that set out how they plan to reduce their greenhouse gas emissions. With support from the NDC-Partnership, our team in the Africa office provides technical assistance to governments to help them successfully implement these NDCs.
Guinea
Guinea, like several other African countries, has revised its NDC by setting higher targets for reducing its greenhouse gas emissions and strengthening its resilience to the negative impacts of climate change. These ambitions are reflected in quantified targets and concrete measures in key sectors such as energy, agriculture, forestry and waste management.
However, the effective implementation of this revised NDC faces several challenges, including:
- an incomplete or unsuitable legal, regulatory and institutional framework;
- limited stakeholder capacity;
- a lack of cross-sectoral coordination;
- access to climate financing.
In order to meet these challenges, our team will establish a legal, regulatory and institutional framework and strengthen stakeholder capacity through a series of training workshops.
To facilitate further skill sharing, we will also set up a climate projects development unit and create a climate skills digital platform for sharing national knowledge on the fight against climate change.

Benin
Our work in Benin focuses on capacity building to support applications to the Green Climate Fund. Through six modules, we are training 40 officials across 12 municipalities, three key ministries, academics and civil society organisations. These modules walk through development of theories of change, climate finance, the climate justification of projects, and how to draft concept notes submitted to the Green Climate Fund.
Based on project ideas drawn from the NDCs and the National Adaptation Plan, we will help participants develop three concept notes for submission to the Green Climate Fund through a second set of six scientific writing workshops. Following this, we will hold a consultation process with co-financiers and the potential beneficiaries of the three projects in twelve municipalities of Benin. After feedback and consolidation, the concept notes will be validated in a final workshop.

Burkina Faso
To help implement Burkina Faso’s NDC, we will hold training workshops that bring together national and subnational actors to develop a portfolio of climate change adaptation and mitigation projects. The workshops will also advise stakeholders on how they can mobilise resources to implement these projects.
Monitoring the success of the NDC plan is another key component of the work, as is ensuring a gender-inclusive approach in all projects.
The final component is to communicate the NDC to the public through the development and dissemination of policy briefs and flyers in French, English and four local languages.
