Mahugnon is a climate change governance expert in our Implementation Strategies team. He specialises in strengthening the institutional capacities of Least Developed Countries (LDC) and Small Island Developing States (SIDS) in accessing climate finance and building adaptation and resilience to climate change.
At Climate Analytics, Mahugnon works to strengthen national climate governance processes, build scientific capacity for adaption planning and implementation, and support sub-Saharan African LDCs in accessing finance. He also facilitates exchanges on NAP processes in the region. He has also led a support project on science-based national adaptation planning in francophone Least Developed Countries (LDCs), which focused on improving their capacity to design and implement science-based, efficient National Adaptation Plans (NAP).
Before joining us, he led a project on strengthening institutional capacities to mobilise Green Climate Fund (GCF) resources for the energy and waste sector in Cape Verde islands for the African Development Bank (AfDB). He has over 10 years’ experience building national and regional institutional frameworks within governments and working with civil society actors on climate action. He has extensive knowledge of the UNFCCC and has assisted governments in developing strategic partnerships and institutional communications in international climate negotiations and in integrating climate change into national development strategies.
