Australia has long been regarded as lagging behind the rest of the world in terms of implementing climate policies. This report tracks Australia's domestic action to 2020 against the global 2°C or lower (1.5°C) pathway.

This paper reviews the scientific literature on impacts for 1.5 and 2°C warming levels with focus on risks for Least Developed Countries. We summarise observed impacts in LDCs that have been related to global mean temperature and provide an overview of projected future changes.

This analysis demonstrates that the Copenhagen Accord and the pledges made under it represent a set of dissonant ambitions. Due to the limited level of ambition by 2020, the ability to limit emissions afterwards to pathways consistent with either the 2 or 1.5 °C goal is likely to become less feasible.
