COP29, the UN climate change conference, takes place in Baku this year. Come find us at events covering a range of our work, from NDC ambition, to the potential and pitfalls of different carbon dioxide removal methods, to how international collaboration could reduce both emissions and costs.
All event times are in local time in Baku (UTC+4)
Wednesday 13 November
Location: Green Zone
Date: 13 November
Time: 12:00-13:00
The event will focus on the disproportionate impacts of climate change on vulnerable populations, such as low-income communities, indigenous groups, women, and youth.
The discussion will address how global and national climate actions can better integrate justice and equity principles to ensure that those most affected by climate change are prioritised. The event will also explore gender-sensitive approaches and youth-led climate justice solutions.
Speakers include Rueanna Haynes.
Location: Blue Zone, Room MR23
Date: 13 November
Time: 12:30-14:00
Nepal is among the most vulnerable countries to climate change, despite its minimal contributions to global greenhouse gas emissions. Nepal’s mountain regions face an acute climate crisis, with species on the brink of extinction and people increasingly forced to migrate. The cascading effects of climate change on mountain ecosystems are severe, and the impacts of extreme weather events extend far downstream, affecting marine ecosystems as well.
This event aims to raise global awareness of the loss and damage caused by climate change in mountainous regions. Nepal seeks to build connections between mountain and marine ecosystems, fostering a unified voice among mountain and coastal communities. Nepal strongly believes that a unified approach is essential to address loss and damage in the mountain ecosystems, in solidarity with coastal regions.
Speakers include Bill Hare.
Location: NDC Partnership Pavilion (Blue Zone, Zone E, Pavilion Number A9)
Date: 13 November
Time: 14:00-15:00
The UNDP commissioned Climate Analytics, whose Africa office is based in Lomé, to provide technical support to Togo's Ministry of Environment and Forest Resources to help develop the vision of Togo's long-term low-carbon and climate-resilient strategy. This support was submitted through the NDC partnership as part of the UNDP Climate Promise. We set up a participatory and inclusive process that brought together stakeholders from Togo's sectoral ministries, public enterprises, private sector stakeholders and civil society.
This panel event aims to share Togo's experience in the process. The event will be co-hosted with Guinea, which has not yet started its LT-LEDS process but is well into the process of reviewing its NDCs.
This event is organised by Togo, Guinea-Conakry, Climate Analytics and the United Nations Development Program. Benjamin Komna Djabare and colleagues from Climate Analytics Africa will co-moderate this event.
Please note this event will be held in French.

We are at a critical juncture where reliance on gas may create a potential lock-in into national power mixes throughout Asia. Japan and South Korea with their declining domestic demand, yet continuous and growing appetite for Australian gas and the gas trade have proven their roles in exacerbating this issue. Asia is be coming the world’s biggest market for LNG demand up to 2050 and we’re observing a shift in the roles of mature and emerging markets. As the Australian government has set its sights on becoming a “green super power”, there is untapped potential of this trilateral relationship to shift to green and clean trade over fossils.
With South Korea and Japan among the top fossil fuels financiers in the G20, a full financing shift in support of the renewables and batteries could have a massive impact not just regionally, but globally. Through this session we wish to take a deep dive into the current set-up of this trilateral relationship and the impact on the wider region after which we will explore the potential pathways ahead.
Opening remarks by Bill Hare.

It will also focus on the fact that 85% of financing for NDCs is reliant on international climate finance and that countries in the region need to proactively advocate for international adaptation finance and also innovate around this to support implementation of their NAPs and NDCs which will be updated in 2025.
It will also explore how tools, namely the CUWALID hydrological forecasting model can support adaptation and early action to address climate extremes. Additionally, the session will focus on how communities respond to climate extremes specifically drought and floods and how their actions can inform strategies, the climate information they require and policies on how to enhance their resilience and adaptive capacity.

Date: 16 November
Time: 10:00-11:00
Japan’s current energy mix is heavily dominated by fossil fuels as they account for about 70% of the country’s total electricity generation. Japan is also the third biggest financier for fossil fuels among the G20 countries and has a wide variety of policies in place to sustain this financing trend. However, recently appointed Prime Minister Ishiba has already set a course change in motion by commissioning a 40-year plan for regional investment in renewable energy as well as a draft decarbonisation strategy.
This session will expand on how Japan’s policy frameworks are currently set up for further fossil fuel expansion and what a shift towards decarbonisation in these frameworks could look like. It will discuss Japan’s potential as a climate leader and how this could impact the wider Asia region.

Location: Side Event 6
Date: 19 November
Time: 15:00-16:30
This side event will explore the connections between finance, mitigation and climate justice, emphasizing the need for an integrated approach in a fractured negotiation landscape.
Climate justice demands a holistic perspective: a fair, rapid and equitable phaseout must be underpinned by robust financial support - and massive financial flows to the most affected and vulnerable countries. The just transition cannot happen if it is not adequately resourced.
At the same time, ambitious NDCs hold profound benefits for countries in the Global North: cleaner air, better jobs, healthier communities. Affordable energy would naturally follow the systemic changes required for the urgently needed emissions cuts. This is not a case of one priority over another, even less so one against the other: civil society demands a systemic approach that recognizes the interconnected challenges and opportunities.

In addition to drastic emissions reductions, some level of carbon dioxide removal (CDR) is required to achieve net zero greenhouse emissions and potentially long-term temperature decline. Emerging research highlights the need for such a warming reversal to limit cryosphere risks for centuries to come. However, CDR strategies come with varying degrees of side-effects affecting multiple sectors. This panel discussion will highlight the various CDR methods and explore their potential and drawbacks. It will also establish the need for a preventive CDR capacity.

Time: 11:00am-12:00pm
Accessing finance for effective implementation of NDCs and LT-LEDS is crucial for achieving the 1.5°C goal of the Paris Agreement, building resilience, and fostering sustainable development. However, ensuring the bankability and effective execution of these strategies remains a persistent challenge for developing countries leading to a growing implementation gap.
This event, organised by Climate Analytics, will share key insights and lessons from the last round of NDC submissions, focusing on how to design and implement bankable NDCs 3.0. With developing countries facing persistent challenges in ensuring the financial viability of NDCs and LT-LEDS, the event will explore practical strategies for closing implementation gaps. Drawing on Climate Analytics’ analysis of LT-LEDS in Africa and support provided to SIDS and LDCs since the submission of iNDCs, the session will present findings on common barriers, and actionable steps for successful implementation, including the role of Climate Finance Units.
Speakers include: Frances Fuller and Benjamin Komna Djabare.
