This paper summarises possible options for design elements of a GCF allocation mechanism. By specifying certain elements of the allocation mechanism, the paper intends to provide insights into how such an allocation mechanism could work. The approach chosen is not thought to be a recommendation, but rather aims at providing a basis for discussion. Numbers provided are for illustrative purposes only.

This paper provides an assessment on regional perceptions of adaptation constraints and avenues to overcome them based on a mixed-method approach, combining an online survey and semi-structured interviews with adaptation experts from Caribbean SIDS. It finds that finance is the largest constraint being faced.
