Participation support and enhanced accountability for effective climate governance

The project aims to contribute to a more inclusive, effective and accountable international climate governance system by addressing two interconnected challenges. First, vulnerable countries, including Least Developed Countries, Small Island Developing States, landlocked developing countries and mountainous countries, often face institutional, technical and logistical constraints that limit their ability to engage consistently and effectively in international climate processes. Second, while the Global Climate Action Agenda has become an increasingly prominent part of international climate cooperation, there remains a need for greater transparency regarding the implementation, mitigation impact and accountability of the initiatives it encompasses.

To address these challenges, the project will provide strategic, technical and logistical support to LDC ministers, envoys and the LDC Chair in the lead-up to COP31. It will also deliver targeted capacity-building and peer-learning support to Bhutan, Nepal and other vulnerable-country delegations through briefing papers, draft statements, talking points and learning events. In parallel, the project will support the establishment and international visibility of the CARICOM Climate Envoy, including through communications products, media engagement and participation in key international events.

The project will further map and assess selected Global Climate Action Agenda objectives and initiatives, examining their implementation progress, mitigation potential and relationship with existing national policies and nationally determined contributions. Based on this analysis, it will develop practical recommendations to strengthen the accountability of the Global Climate Action Agenda and improve its integration within UNFCCC processes and reviews of global climate ambition.

Climate Analytics gGmbH will lead the overall management, coordination and implementation of the project, including the delivery of support to vulnerable-country representatives, preparation of technical and communications materials, facilitation of capacity-building activities and coordination of the analytical work. NewClimate Institute will contribute as an implementing partner to the assessment of the Global Climate Action Agenda through the Climate Action Tracker consortium.
