Sisir

Sisir is an Economist in our New York office who specialises in Nationally Determined Contributions (NDCs). This involves developing bankable pipelines for the renewable energy and transport sector, providing advice on financing instruments and implementation roadmaps, and integrating fiscal constraints and sovereign-debt dynamics into investment planning. In this role he works with government counterparts and international partners across the Caribbean SIDS, South Asia, Europe, and the United States.

He is a finance specialist with 5+ years of experience conducting applied research to design and cost investment programmes, develop financing strategies, and build results-based monitoring systems for developing-country and small-island economies. Sisir's work spans econometrics, GHG/energy impact estimation, cost-effectiveness and cost–benefit analysis, and portfolio prioritisation to support implementation planning and resource mobilisation.

Previously, Sisir worked for the United Nations University, ActionAid International, and Governance Facility where he focused on designing and managing climate resilience and governance programs with a strong emphasis on community-driven solutions and policy integration. Academically, he has explored the intersections of climate vulnerability, public debt dynamics, and integration of global development discourses. Throughout his career, Sisir has used data-driven analysis to generate actionable insights, contributing to key publications and global conferences.
