Paul Dossou Banka

Paul works as a Climate Policy Analyst and NDC Implementation Specialist and supports our Implementations Strategies  Team on various projects. He is an expert in environmental law and climate policy, with over a decade of experience in developing and implementing policy, legal, and institutional frameworks, and has been actively involved in African civil society networks working to shape the new post-2015 global architecture on climate change.

Before joining Climate Analytics, Paul served as a legal expert with the African Young Lawyers Program on Climate Negotiations, implemented by the African Center for Climate Policy (ACPC), and worked as a consultant with NovaSphère Canada as National Secretary of the Government of Canada’s “Bilateral Support for Climate Action—Implementation and Governance” program, which enabled him to coordinate the climate MRV community of practice in Togo and various studies on multilevel climate governance for the implementation of Togo’s NDCs. He has also served as a consultant for several institutions, including the World Bank Group on issues of maritime governance and marine spatial planning, and GIZ on assessments of legal and institutional frameworks, the Division for Ocean Affairs and the Law of the Sea of the United Nations on ocean governance, the Baastel Group or E Co Ltd on issues related to climate finance and climate governance...

Paul holds a master’s degree in international and comparative environmental law from the University of Limoges and has completed several training courses, including the IPCC’s 2006 guidelines and The Basics of GHG Accounting for Projects.
