Isaac Rubayiza is a Climate Finance and Policy Analyst supporting the development, costing, and implementation of Nationally Determined Contributions (NDCs). He plays a key role in conducting country-specific climate finance and policy assessments and contributes to the design of carbon market frameworks that align with national and international climate goals.

Before his current role, Isaac served as the Coordinator for the Eastern Africa Alliance on Carbon Markets and Climate Finance and previously worked as a Climate Change Officer for Mitigation at Uganda’s Ministry of Water and Environment. In these positions, he led updates to Uganda’s NDCs, coordinated the preparation of National Communications and Biennial Update Reports, and played a central role in developing carbon market frameworks and national climate finance strategies across countries in the Eastern Africa region. He also oversaw the compilation of national greenhouse gas inventories, providing the technical basis for Uganda’s international reporting and climate action planning.

Isaac has been an active participant in UNFCCC negotiations, with a particular focus on Article 6 (carbon markets) and the Enhanced Transparency Framework, contributing to regional and national positions on key negotiation items.

Isaac holds a Bachelor’s degree in Biosystems Engineering from Gulu University, with a specialisation in Environmental and Energy Engineering.
