HLSM High-Level Support Mechanism for LDC and SIDS on Climate Change

Overview

This project provides a support mechanism for high-level political representatives from LDCs and SIDS and their advisors that is demand-driven, responsive to ongoing needs and firmly rooted in the respective regions. The mechanism was conceived based on repeatedly articulated requests during discussions with representatives from regional government organisations and experienced climate negotiators from LDCs and SIDS.

Implementation is a shared undertaking with LDC and SIDS governments and regional partner institutions. Charles & Associates and Climate Analytics provide technical expertise and support for the project activities.

The project design focuses on provision of materials and tools specifically tailored to support ministerial participation in climate related meetings requiring high-level engagement, strategic skill building activities as well as opportunities to convene in person in the form of workshops and institutionalisation within the organisations that serve the LDCs and SIDS.

Activities so far have included: workshops for SIDS ministers in the Caribbean and the Pacific, ministers of the LDC Group including one specifically for African francophone ministers. Written and oral briefings are regularly provided to ministers and high-level officials for the international climate policy negotiations and other relevant climate meetings and fora. A series of seminars for Permanent Representatives to the United Nations of SIDS and is organised in New York.

Participants of the HLSM workshop for Pacific Ministers and Negotiators in September 2014 in Majuro, Marshall Islands. The event was held in collaboration with SPREP and hosted by the government of the Republic of the Marshall Islands.
